학교 적정규모 관련 법제의 타당성 및 실효성 분석

In korea, there are big classrooms and large schools in urban areas. In contrast there are many smaller classrooms and schools in rural. It causes some problems about effectiveness of school education and efficiency of educational finance. The purpose of this study is to analysis of norm validity and actual effectiveness about the law and system related to school size and to suggest the optimum school size. This article is composed of four chapters; Analysis appropriateness about the law and system related to school size, The norm validity of school size, The actual effectiveness of school size, and The actual effectiveness of school size, and legislative suggestion. The study found out this. Fist, superintendent of education was authorized to school size, placement of students and opening school. Superintendent of education was authorized to integration of small-sized school and making a decision about school size too. It caused the imbalance of regional educational opportunity. Second, according to present condition and recognition analysis of educational interested, integration of small-sized school is not the proper way. Finally, this study suggest role of central-local at making decisions the law and system related to the optimum school size the optimum school size for students right to learn and standard and procedure for integration of small-sized school.
