사회복지시설정보시스템 활용정도가 사회복지기관 업무효율성에 미치는 영향

본 연구는 사회복시설정보시스템의 활용정도에 따른 업무효율성과의 관계에서 기관의 투명성과 신뢰성, 사용자 만족도가 매개효과를 갖는지를 검증하였다. 연구대상은 사회복지시설에 근무하는 관리직원에게 총 320부의 설문지를 배부하여 223부를 회수하고 최종분석에 이용하였다. 구조방정식 모형을 이용한 경로분석 결과 다음과 같은 점을 밝혔다. 첫째, 사회복지시설정보시스템 활용정도에 따른 기관의 투명성 요소가 업무효율성에 미치는 영향은 다른 매개변수에 비해 적게 나타났다. 둘째, 사회복지시설정보시스템에 대한 사용자 만족도 요소는 업무효율성에 직접적으로 영향을 미치는 것으로 나타났다. 셋째, 사회복지시설정보시스템의 활용정도에 따른 기관의 신뢰성 요소는 업무효율성에 직접적인 영향을 미치는 것으로 나타났다. 요약하면 사회복지시설정보시스템의 활용정도가 업무효율성에 직접적인 영향을 미치지는 않으며, 기관의 투명성과 신뢰성, 사용자 만족도라는 매개변수를 통하여서 직접 혹은 간접적으로 영향을 미친다. 따라서 동 정보시스템의 활용정도에 따른 업무효율성 향상을 기대하기 위해서는 매개변수인 사용자 만족도를 높이는 것이 필요하다. 그리고 사회복지기관의 투명성과 신뢰성을 구축한다면 사용자와 정보이용자의 신뢰와 의사결정수준도 개선되고 구성원들 간의 협조관계가 유지되면서 업무성과와 업무효율성이 향상될 것으로 판단된다.
Abstract
This study was designed and aimed to demonstrate that a transparency, a reliability, and a user satisfaction of social welfare organization would have mediating effects upon the relation with business efficiency according to a utilization degree of social welfare facility information system. The objects of this study include managing employees who are serving with social welfare organizations, for whom 320 copies of the questionnaire in total were distributed and then among them 223 responses were used for the final analysis in the study. The hypothesis test result by using the structural equation model and having based on the final analysis are summarized in the following :First, results of the analysis on effects of the transparency factor of an organization according to utilization degree of the social welfare facility information system upon the business efficiency factor show that the direct effect of transparency factor of an organization upon business efficiency is lower than other parameters. Second, results of the analysis on effects of the user satisfaction factor of an organization according to utilization degree of social welfare facility information system upon the business efficiency factor show that the user satisfaction factor exercises a direct effect upon business efficiency. Third, results of the analysis on effects of the reliability factor of an organization according to utilization degree of the social welfare facility information system upon the business efficiency factor show that the reliability factor of an organization exercises a direct effect upon business efficiency. The study would have a practical meaning for the fact that a causal relationship analysis among transparency of an organization, a reliability of an organization, user satisfaction, and business efficiency according to utilization degree of the social welfare facility information has been conducted and the analytical results suggest a strategic viewpoint for operation of the social welfare facility information system in the future.
