Both Koreas have been under different political order and economic norms for a long time, there is no doubt that there will be a lot of difficulties and obstacles for them to be integrated in various sectors after unification. Legal integration and discussion on various legal issues after unification could be promoted when the unification outlook and plan are specifically set. Because they might be significantly influenced by political, economic and social factors in the process of unification, they have fundamental limitations. Right now, in addition, it is really hard to predict how South and North Koreas would be united into a single nation. Therefore, cadastral laws including North Korea’s land matters and the direction of the related cadastral survey may differ depending on the type and approach of national unification. However, the development of a legal improvement plan and related organizations and survey approaches for efficient cadastral survey in North Korea to be prepared against national unification would be the foundation for the development of a new cadastral system for a united Korea and reduction of related costs. To carry out a cadastral survey in North Korea, it is required to correct and improve different cadastral control points between the South and the North, convert and integrate cadastral coordinates and establish the ground for cadastral survey on North Korea. Of course, it is important to make use of North Korea’s cadastral control points, cadastral records and cadastral laws and seek cooperation from North Korean people. For this, cadastral survey on North Korea should be gradually prepared, and there should be a comprehensive survey on North Korea’s cadastral laws and related personnel, organization, technology and administrative districts. Based on the results, this study attempted to propose a legal improvement plan for cadastral survey on North Korea and suggest an efficient cadastral survey approach through a pilot project.
