The Treaty of Lisbon modified the electorial system for selecting the European Commission’s President. The treaty on European Union (TEU) disposed the current electorial system of the President of European Commission at Article 17. 7. With this modification, the role of the European Parliament has increased more than before. Further, the European Union has a strong desire to integrate. The result is an evolved governance. According to the Treaty of Lisbon, the selection process of the President of the Commission is not only used as an important institutional system to integrate Europe but also used as a major role with which to strengthen a social cohesion. In addition, the election of the President of the Commission should have the characteristics of a direct election system as used by the European Citizens. It is similar to the American presidential election system. The European Council proposes a candidate by taking into consideration of the European Parliament election results. The European Parliament elects a new President. The governance of the European Union could be analysed as the tricephalous Executive. Meanwhile, the member States that use the parliamentary system take the bicephalous structure, The European Union uses the three-way structure to exercise democratic executive action.
