공공 건축 설계 보완적 성격으로서의 건축 디자인 심의- 시애틀공공도서관 사례를 중심으로 -

This study examined design reviews for Seattle Public Library from October 1999 to October 2001. Seattle Design Commission performed the reviews six times and dealt with various issues including sidewalks, plants, glass, structural safty, main entrance, and public use of the escalator inside the building. The issues covers mostly with urban impacts around the building and public interests. Controversial Issues about unfamiliar building shape and inclined floors were not the items of the reviews because they could be differently interpreted by individual taste. The Commission performed the review within their responsibility and right. Furthermore, they expanded their power to other civic departments or other projects when they could help design progress. All the process and responsibilities about wide design matters were systemically distributed to related subjects including the public, workgroups, and the commission. The reviews were open to the public and minutes of the meeting were accessible on internet. With the features above, we can say that the commission performed not a restrictive role but a supplementary role for design progess.
