산업재해발생의 인구학적 이해

정부가 산업재해 감소를 위한 다양한 정책을 실시하더라도 이를 받아들이는 노동자 집단의 인구학적 특성에따라 산업재해의 발생양상과 정책효과가 달라질 수 있다. 최근 산업재해가 큰 폭으로 떨어진 것으로 이해되는가운데, 향후 산업재해를 감소시키기 위한 정책개입 방안의 제안을 위해 1982년부터 2011년까지 30년간의 1차자료를 재가공하여 분석하였다. 동료분석기법(Age-Period-Cohort Analysis)을 이용하여 산업재해자 수를 분석한 결과, 연령효과, 시대효과, 동료효과가 모두 발견되었다. 연령효과-동료효과-시대효과의 순으로 산업재해감소에 미치는 영향력이 강하였다. 보다 구체적인 분석을 위해 제조업, 건설업, 기타업의 3가지 업종별로 구분한 분석과 업종 구분 없이 모든 직종을묶어서 실시한 분석에서 서로 상이한 결과가 도출되었다. 전반적으로 총재해자수와 업종별 재해자수의 감소에 동료효과가 발견되었다. 한편, 연령효과와 시대효과는 일관성 있는 결과가 도출되지 않았다. 이런 결과에 근거하여 재해예방을 위해 우선적으로 고령노동자 또는 숙련노동자에 대한 재해예방지원 강화가 필요하다. 재해감소의 차원에서 예방적효과가 큰 동료집단에 대한 안전문화형성 및 파급전략을 기타업종과 건설업에서 고려하는 정책노력이 필요하다.
Abstract
The study tries to analyze the long-term dynamics of occupational injuries and diseases in terms of demographic change. While the workplace injuries and diseases has been recently dropped by big margin, there are a lot of criticisms on that positive interpretation. The research analyses the national data of a 30-year period on workplace injuries and diseases, by utilizing Age-Period-Cohort Analysis by Yang. The empirical results indicate that age group effects, cohort group effects, and period effects are statistically significant in top-down order. In order to deeply test the secondary data set, the paper classifies the three different work categories such as manufacture, construction, and other work. Cohort group effects are positively in consistent with the reduction of workplace injuries, while age group effects and period effects do not coherently noticed in the three work categories. The implications from the analysis are that policy intervention toward the aged workers and well-trained workers should be prioritized.
