유통서비스 산업 조직화 사례 분석을 통해 본 노동조합의 이해대변 위기와 대응

The union representation crisis has grown along with the decline of union. One of the reasons for the decline can be found in the union representation gap in service sector. Unionization rates have traditionally been weaker in the sector, yet the sector is marked by high rates of growth both in terms of industry and employment. Hence unless trade union movements are capable of organizing the sector, it could not reverse the move towards further decline. The Korean unions have not been very successful in organizing the retail sector. Yet, recent examples of organizing salesperson at duty-free shops of A company and retail workers at B retail chain can be illustrated as relatively successful cases. This articles tries to explain the reasons for the success to draw implications for the future organizing. Four factors are identified as critical: 1. the combination of bottom up organizing drive with the support of the confederation of service unions, 2. The establishment of the scope and the contents of bargaining agenda based on the responsiveness to the needs and interests of its constituencies, 3. the establishment of pattern bargaining, 4. effective issue framing and coalition building strategies. Despite the successful components, organizing retail sector is still faced with several challenges that come from the difficulties in organizing non standard workers. Hence service unions need to develop strategies that could organize the whole labor market across different work sites and companies, and establish multi-employer bargaining structure.
