지역맞춤형 일자리창출 지원사업의 평가체계 문제점 및 개선방안 - 2013년 사업 평가결과의 실증분석을 중심으로 -

정부의 주요 고용정책 중 하나인 지역맞춤형 일자리 창출지원 사업은 지난 몇 년간의 양적 성장에도 불구하고, 지역주체의 역량개발과 다른 정부지원 사업과의 중복성 등의 문제점이 제기되어 왔다. 본 사업의 평가체계 역시 이러한 문제점을 심화시키는 주요한 요인 중 하나로 지적되어왔지만, 이를 객관적으로 규명하고자 하는 시도는 거의 이루지지 못했다. 이런 배경 하에서 본 연구는 2013년 지역맞춤형 일자리창출 지원사업의 평가 자료에 대한 실증분석결과를 토대로 이 사업의 평가체계의 문제점과 개선방안을 제시하였다. 주요 분석 결과는 다음과 같다. 현행 평가체계 문제점은 첫째, 평가지표 구성 및 영향력 측면에서 정량 평가 지표의 비중이 약 50% 정도를 차지하고 있으며, 특히 사업성과 관련 지표가 큰 영향을 미치는 것으로 나타났다. 둘째, 정량평가 지표에 대해 구체적인 점수 부여 기준이 마련되어 있으나, 사업유형 및 평가자 개인의 성향에 따라 실제로 부여된 점수는 큰 편차를 보였다. 셋째, 시도 내 사업보다 시도 간 사업, 신규 사업보다 계속사업이 목표대비 달성률이 높은 것으로 나타났다. 본 연구는 분석결과를 토대로 목표 지향적 평가체계 재구성, 평가지표의 객관성과 공정성 향상, 사업유형에 맞는 평가항목 개발 및 평가 차등화, 목표치 가이드라인 제시, 평가지표 간 배점 체계화 등의 개선방안을 도출하였다.
Abstract
Regional customized job creating project, one of primary employment policy of government increased as a quantitative during about 10 years and appears problems of competency deficiency of regional agents and doubleness of project. The cause comes from evaluation system. Many papers, however, didn't show objective and main cause about problems of evaluation system and index of evaluation. This paper shows problems and improvement of evaluation system of regional customized job creating project through empirical analysis of outcome, 2013. Result of analysis, we find several points; first, 50%-over influence of quantitative index, second, large deviation according to personal propensity of an appraiser, third, better achievement of inter-regional and continuing project than intra-regional and new one in terms of goal achievement ratio. Based on the result, this article suggests restructure of evaluation system, improvement of objectivity and fairness of index of evaluation, development of evaluation items according to type of project(industry-employment, welfare-employment) and evaluation differential, guideline of desired value, and differential weight between index of evaluation.
