기초연금법 입법과정 분석: kingdon의 다중흐름모형을 중심으로

The study is aimed at provide the implications by analyzing the success factor of policy output in legislation process of Basic Pension Act with kingdon’s multiple streams framework. By setting up the parliamentary ad-hoc committee for formal discussion of the basic old age pension scheme's reform including combination with national pension in 2011, the public began to debate in earnest between universal welfare and selective welfare policy. The pledge of presidential candidates’ universal welfare turned this policy problem to be governmental agenda. In the political streams, it attracted the policy makers’ attention. Through settlement process of public opinions, the policy alternative of universal welfare was converted to selective welfare policy. The governmental alternative for selective welfare opened the policy problem window. The compromising plan of ruling party opened the political window, and it became the decision agenda for policy output finally. Hereby, The Basic Pension Act was established in May, 2014, and was enforced in July. According to the result of analysis, the perfect coupling of three streams(problem, political, policy) turned out to be key success factor of policy output. The specific mechanisms of coupling are the recognition of pension system reform's necessity as policy problem, the change of public opinion and the collection of election support in political stream and the secure of technical feasibility and community's value acceptablity through evolution of policy alternatives. This study contributed to verify the theory by analyzing the political issues in the process of policy agenda setting, to expand the practical applicability, to identify importance of policy entrepreneurs’ role, to enhance objectivity and reliability of the analysis by utilizing a wide range of empirical data.
