A Interrupted Time Series Analysis on the Public Servants’ Crime: Focusing on the Effect of Anti-Corruption Legislations

Public servants’ crime is a job-related criminal offense committed by public servants. Because it has a greater impact on society by decreasing the trust of government, the public servants’ crime is the subject of a major criminal policy. This study adopted time series analysis on the public servants’ crime with the Prosecutor's Office’s "Crime Analysis" data from 1964 to 2011. The impacts of implementation of the Public Servants’ Ethics Act and the Anti-Corruption Act as well as the indictment rate of public servants’ crimes on the trends of the number of crimes per 100,000 public servants are analyzed. The results of ARIMA time series analysis show that the Public Servants’ Ethics Act implemented since 1983 has impacts on the reduction of the overall rate of public servants’ crimes and the rate of bribery crime of public servants. Also, the study finds that the indictment rate has deterrence effects on the overall rate and the bribery crime rate of public servants. In addition, the Anti-Corruption Act implemented since 2002 has influenced the increased the rate of the misfeasance of public servants, which is interpreted that the Anti-Corruption Act institutionalized public servants’ crime reporting systems.
