AHP(계층분석)법을 활용한 국공립 보육시설 민간위탁의 성과에 미치는 영향요인 분석

As one of policy to enhance efficiency in public sector, Ministry of Strategy and Finance pushed forward public enterprise advancement plan including civilization of public enterprise and merge of organizations. In this reason, local authority self-decided delegation to the private sector was conducted and grossly vitalized. Delegation to the private sector does not simply provide solutions for inefficiency and financial burden of the government. Whether such delegation would achieve its goals depends on various variables. Thus, objective and systematic research on the conditions for successful performance of delegation to the private sector is required. This study conducted confidence verification and AHP analysis using such variables as contractual factor, financial factor and managerial factor. Followings are results of the research. First, in order for fairness and rationality of contract of delegatee company in private sector, competition for local authority’s delegation to the private sector should be broadly opened and competition between private legal entities and business holders should be maximized. Second, financial circumstance is an important variable that has positive affects on quantity and quality of education service; thus, persons who manage delegatee organizations should make efforts to enhance degree of financial independence rate of the delegatee organizations. Third, regarding supervision of delegation, management and supervision centered on achievement and customer is needed. It turned our that conversion from current supervision focusing on accounting check up to supervision based on incentive and punishment. For these, it is needed to reach an agreement on right to administrative investigation when concluding a contract.
