한미 FTA와 온실가스배출 감축정책 및 전기자동차 특허동향
Korea-US FTA and Policy to Reduce Greenhouse Gas Emissions and Patent Trends of Electric Vehicles

한미 FTA 결과 그 협정문에서 환경 관련하여 환경피해를 회피하기 위한 발명에 대하여 특허대상 제외, 비메탄 유기가스 평균 배출량 기준을 규정하고 있다. 전기자동차의 특허출원 동향을 파악하기 위하여 IPC(국제특허분류)를 조사한 결과, 전기자동차의 IPC는 B60D, B60K, B60L, B60R, B62D, B62M, C25, G06F, G06K, H01H, H01L, H01M, H01R, H02J, H02K, H02M, H02P, H04L로 나타났다. 전기자동차 특허출원 건수는 한국에 비하여 일본이 4.5배 정도 많은 특허출원을 하고 있는 것으로 나타났고, 가장 많이 출원된 기술 분야는 B60L(전기차량의 전기장치 또는 추진 장치에 관한 기술)이다. 전기적 추진 장치의 배치 또는 설치 기술(B60K-001/00)에 있어서, 특허출원은, 한국이 17%, 일본이 83%의 특허출원을 차지한다. 향후 이 분야 기술은 계속적으로 출원이 증가할 것으로 예측된다. 전기 원동기와 내연 엔진으로 구성된 원동기(B60K-006/20)에 있어서, 특허출원은, 한국이 77%, 일본이 23%의 특허출원을 차지한다. 향후 이 분야 기술은 특허출원이 감소할 것으로 예측된다. 전기 추진차량의 보조 장치 전력공급 기술(B60L-001/00)에 있어서, 특허출원은, 한국이 8%, 일본이 92%의 특허출원을 차지한다. 향후 이 분야 기술은 특허출원이 증가할 것으로 예측된다.
Abstract
The Korea-US FTA regarding the environment regulates the exclusion from inventions patentable for inventions to avoid possible environmental damages and the criteria for average emissions of non-methane organic gas. The IPC (International Patent Classification) classifies patent of electric vehicles as B60D, B60K, B60L, B60R, B62D, B62M, C25, G06F, G06K, H01H, H01L, H01M, H01R, H02J, H02K, H02M, H02P, and H04L. Studies have shown that the number of applications for patent registration of electric vehicles in Japan is 4.5 times higher than that in Korea and the most applied for patent is B60L (ELECTRIC EQUIPMENT OR PROPULSION OF ELECTRICALLY-PROPELLED VEHICLES). For the Arrangement or mounting of electrical propulsion units technology (B60K-001/00), the proportion of patent applications in, Korea and Japan are 17% and 83%, respectively. In future, this field is expected to increase in patent applications. For the Hybrid engine system technology (B60K-006/20), the proportion of patent applications in, Korea and Japan are 77% and 23%, respectively. In future of this field is expected to decrease. For the Supplying electric power to auxiliary equipment of vehicles technology (B60L-001/00), the proportion of patent applications in, Korea and Japan are 8% and 92%, respectively. In future, it is expected to increase.
