지역복지재단의 운영실태와 제도화에 관한 연구

초록
본 논문은 지역복지재단을 설립하는 현상이 확산되고 있음에 주목하고, 지역복지재단의 운영실태 분석을 바탕으로 제도화 수준의 제고방안을 모색하고자 하였다. 이를 위해 광역자치단체와 기초자치단체가 설립한 17개 지역복지재단을 대상으로 설립현황, 조직 및 인력현황, 운영관리 현황, 사업현황 등을 살펴보고, 지역복지재단의 운영실태와 한계점을 분석하였다. 분석결과, 최고관리자의 정치적 임용과 비전문성, 재단운영의 독립성과 자율성 미흡, 조직․인력의 협소성으로 인한 역할 수행 곤란, 사업영역의 중복과 상충적 역할 등이 문제점으로 지적되었다. 이에 대해 본 연구는 설립타당성 조사를 합리화, 합리적 거버넌스의 구축을 통한 독립성과 자율성 제고, 책임경영체제의 확립, 투명성과 개방성의 제고를 위한 대안을 제시하였다. 더 근본적으로 지역사회복지체제에서 지역복지재단이 수행해야 할 역할을 명확하게 정립하고, 이를 바탕으로 지방자치단체, 지역사회복지협의회, 사회복지관, 지역복지재단, 민간 사회복지시설 등 사회복지에 관한 다양한 주체들의 역할분담을 명확하게 설정해야 한다는 점을 강조하였다.
Abstract
The purpose of this paper is to search for the defects of the local welfare foundations and come up with the ideas for the institutionalization. We have delved into the present states of the establishment, organization and staff, management and business of 17 local welfare foundations, and then analysed the actual conditions and limits of them. As a result, we have found some problems such as the political appointment and the non-professionality of CEOs, the insufficiency of the managerial independence and autonomy, the shortage of organizational and personnel resources, and the overlapping of their businesses. In these respects, we suggest some recommendations like rationalization of feasibility study, construction of sound governance, improvement of transparency and openness, establishment of responsible management system. We most stressed that the role of the local welfare foundations should be clarified, based on the division of the role and responsibilities between the stakeholders of local welfare system, such as local government and social welfare bodies and facilities.
