본 연구는 노인일자리사업 수행기관에 대한 다양한 계약관리요인들이 사업유형에 따라 사업성과에 어떠한 영향을 미치는지 분석하고자 한다. 이 때, 정부에서 사업수행기관의 사업성과를 높이기 위해 사용하는 계약관리요인들을 주인-대리인 이론과 청지기 이론에 기반하여 분석하며, 특히 제도적 요인과 조직간 관계로 구분하여 사업성과와의 관계를 살펴본다. 그리고 본 연구는 계약관리요인들이 사업성과에 미치는 영향을 구체적인 맥락에서 심층적으로 이해하기 위해 중범위사례를 분석하는데 적합한 퍼지셋 질적 비교분석(fuzzy-set qualitative comparative analysis : fsQCA)방법을 사용하였다. 분석결과, 계약관리요인들과 사업성과의 결합적 인과관계에 기반하여 다음과 같은 개선방향을 제안하였다. 노인일자리사업의 수행기관들은 사업참여자 효과를 높이기 위해 첫째, 제도적 요인 중 사업운영기관에 대한 유인체계와 선별활동을 강화하는 것이 유용하다. 둘째, 이와 동시에 조직간 관계에서는 지자체를 중심으로 공식적인 협의체를 구성하고 관련 기관들이 협의체 활동과 지원활동을 활발하게 하는 것이 필요하다. 셋째, 또한 지자체 등 상위기관의 감독 및 평가활동의 강도와 유사기관과의 경쟁강도는 높지 않아야 한다.
Abstract
The purpose of this article is to empirically analyze factors affecting relation between social welfare service contracting-out management structure and program performance focusing elderly job creation project delivery systems. This article examines agency theory and stewardship theory to find the factors of contracting-out management structure which influences program performance. Based on fuzzy-set analysis, I analyzed the relation between contract management factors and project participant effect to get high program performance. As policy implication, I found that if there are high incentives, selection of institutions with their capacities, active composition of coalition, supportive activities in organization relation, low supervision and evaluation, formal consultative groups, and low competition, the program performance of institutions will be high. Also, achieving high performance successfully is to make contract management factors work at the same time.
