공공부문에 적용된 신공공관리론적 가치의 한계 - 서울지하철 추돌 사고 사례를 중심으로 -
The Limitation of New Public Management in the Public Sector: Focused on the Case of the Subway Crash in Seoul Metro

최근 우리나라에서 빈번히 발생하는 재난, 특히 공공부문에서 발생하는 인위재난에 대한 우려가 커지고 있다. 기존의 재난에 관한 연구는 재난을 처리하는 과정의 행정제도, 재난관리 조직의 의사결정, 집행과정 등의 관점에서 이루어져 왔다. 본 연구에서는 공공부문에서 신자유주의 시장화에 기반한 신공공관리론(New Public Management)의 특성들이 대폭적으로 도입된 점, 특히 이명박 정부에서 공기업선진화 정책을 통하여 공공부문에 민간부문의 경영기법을 도입하여 경영효율화를 달성하는 정책을 추진한 점에 주목하였다. 이러한 정책방향을 중심으로 최근 공공부문에서 발생한 인위재난인 서울지하철 추돌 사고 사례의 원인을 분석하고자 하였다. 즉 사고 사례의 분석에서 신공공관리론에서 중시하는 관리적 책임성, 능률성, 전문성이라는 행정 가치를 통하여 서울메트로의 운영방향과 관련 공공기관들의 재난방재 기조들을 분석함으로써 서울지하철 추돌 사고의 문제점을 살펴보았다. 다양한 분석을 통하여 서울메트로의 운영이 능률성에 과도하게 초점이 맞추어져 있고 관리적 책임성과 전문성 고양에는 미흡했던 것으로 나타났다.
Abstract
Recently there is growing concern about artificial disaster in the public sector. Previous research of disaster has focused on an administrative system about the process of handling disaster, decision making process of national disaster management system, and executive process of national disaster management system. In this study, the authors pay attention to the characteristics of New Public Management based on marketization in terms of disaster occurrence in the public sector. In particular, the advancement policy of the public sector in the Lee Myung-bak administration aimed to achieve management efficiency by introducing the management system of the private sector. Based on the advancement policy of the public sector, the authors examine the cause of the subway crash in Seoul Metro as the artificial disaster in the public sector. This study uses the analytic framework based on New Public Management which consists of managerial accountability, efficiency, and professionalism. The analysis shows that the operating system of Seoul Metro overemphasizes efficiency and overlooks managerial accountability and professionalism.
