There are many difficulties in resolving the issue of civilian sacrifices by U.S. military strike during the Korean War. It is ineffective if it focuses on the aspect of international law. On the other hand, it is also problematic if it pays attention only to the aspect of international relations because it makes it difficult to make compensation for the sacrificed people. In fact, there is serious tension between civilian protection and military necessity during the wartime. It is very difficult to declare that air strikes are warcrimes or the violations of international law. It is also difficult to say that it is just a collateral damage of military operation. In this sense, this paper explains the issue of civilian protection and the tension between international law and military necessity during the Korean War.
