It is obvious that unification of Korean peninsula should be proceeded with in a peaceful way under mutual consent, the Unified Korean Peninsula should embody democracy and aim at welfare state. To do so would be the key points that the Legislative Plans for Administrative Manpower Integration is ready. This lack of Administrative Manpower in Germany, brought a number of setbackssince the unification of the administrative system maintenance is still suffering from its aftermath. To prepare in advance for these problems in the case of unification for Korean peninsula, the Legislative Plans for Administrative Manpower Integration are necessarythat the enactment of 'the (temporary name) Act on the Establishment of the Special Audit Department for the North Korean officials', the enactment of 'the (temporary name) Act on the establishment of a Unified Administrative Manpower Supporters' and so forth. And it is suggested that specialized Unification Administrative Manpower would be fostered in a graduated school course. A plan to foster specialized unification administrative manpower by legislating ‘(temporary name) act for the establishment and enforcement of Unification Graduate School’ should be considered. Accordingly, for real the Unified Korean Peninsula, it would be necessary to explore and study on the Legislative plans of Support of Administrative Manpower for unification process in Korean Peninsula where racial homogeneity is recovered and North Korean people are not discriminated and alienated.
