재난안전관리분야 교육훈련의 효과성 제고방안에 관한 연구

2014년 4월 16일에 발생한 세월호 침몰사고를 계기로 재난안전관리의식의 미흡, 부실한 안전점검, 재난대응체계의 미흡 등을 포함한 재난관리체계의 총체적인 부실문제가 사회적 이슈로 부각된데 기인한다. 본 연구는 정부의 재난안전관리역량 제고를 위해서는 무엇보다도 재난현장에서 가장 밀접한 위치에 있으며, 지역주민들과 상호작용하는 지방자치단체 공무원의 재난안전관리역량이 1차적으로 가장 중요하다는 인식에서 출발하였다. 즉, 현장중심의 재난안전관리를 위해서는 무엇보다도 지방자치단체에 소속된 공무원에 대한 교육훈련이 중요하다는 인식에서 본 연구의 배경이 있다. 본 연구는 지방자치단체 공무원을 대상으로 한 설문조사결과를 토대로 공무원의 재난안전역량에 영향을 미치는 교육훈련요인을 교육훈련내용, 교육훈련방법, 재난안전 교육훈련을 둘러싼 조직환경의 세 요인으로 구분하여 가설을 설정하였다. 분석결과, 지방자치단체 공무원을 대상으로 한 재난안전관리분야 교육훈련의 내용은 공무원의 재난안전관리역량에 대한 인식에 긍정적 영향을 미치는 것으로 파악되었다. 또한, 재난안전관리와 관련한 조직환경도 공무원의 재난안전관리역량에 대한 인식에 긍정적 영향을 미치는 것으로 파악되었다. 본 연구는 재난안전관리분야의 인적 역량제고를 위해서는 교육훈련의 활성화와 조직차원의 의지와 인식 공유를 포함한 지원적인 조직환경의 조성이 필요함을 제시하였다.
Abstract
The purpose of this study was to investigate influential factors on the effectiveness of training on the disaster and safety management for public employees. According to the literature review on fields of disaster and safety management, and training in the public sector, this research suggested three key factors-contents, methods, and organizational environment of training-that have been assumed to affect significantly the disaster and safety management competency in the public sector. As results of this study, public employees' competency on disaster and safety management was found to be affected by all of three independent variables-contents, methods, and organizational environment of training. The results suggest that government agencies, particularly local governments, should be concerned on the development of training contents and the application of appropriate methods in conducting training on disaster and safety management to enhance significantly the public employees' competency on disaster and safety management.
