노동자 국제주의는 만병통치약인가? 로컬 공동체 노조운동의 가능성과 도전― GM대우 비정규직 노조 투쟁을 사례로

Influenced by the debate on locality during the 1980s and amulti-scalar approach, this article attempts to dissolve the global-localdichotomy that tends to regard global actors such as TNCs or globalcapital as abstract and strong beings which operate on a global scale,while workers as concrete and weak beings on a local scale. However,workers can also actively form the landscape of capitalism. Laborinternationalism, which orients toward going global through the strategyof jumping scale, proved this argument. It is axiomatic that laborinternationalism as a norm has been practically the core of the unionstrategy to date. With a focus on up-scaling imperative laborinternationalism is like being mistaken for a panacea. It seems thatgoing global alone is virtue, while it can overlook the importance of localactor and factor. With recognition of this blindness to the laborinternationalism, some scholars suggest the conception of localcommunity unionism emphasizing on the importance of condensation(e.g. associate with local civil society) within the same geographicalscale recently. In particular, local community unionism would be moreeffective for contingent workers without any ability to jump up to globalscale to cope with the TNCs. In this article, through the analysis of the struggle of GM-Daewoo irregular workers’ union, I show the usefulnessof local community unionism, and thereby break global-local dichotomy.
