In this article, I want to reflect on the idea of the local from the pointof view of outside by contrasting three models of locality. The firstmodel is that of nation-state. This model gives the position of universalmeasure to the capital as the center of national integration. This in turngives the local the position of ‘the particular’ to be subsumed by thecapital. This idea is unknowingly hidden even in the argument for thenecessity of development of the region in the form of “capitalization ofthe region.” Against such conceptualization of the local as particularity,I propose the invention of the local ‘singularity’ that connects the localfactor (singular points) with the factor of the outside (other singularpoints) as a positive alternative. The second model is that of the‘economy of cities’, which puts import substitute production amongcities as the central axises. This model has a fundamental aporia in that itconflicts with the national monetary system. However, we can find theimportance of the outside in this model, as the local development isdependent on the relations with external cities. Third is the model of‘borderland’, which looks at the potentialities in the region’s peripheralstatus tries to activate it rather than lamenting its sterility. This is theposition that pushes the outside-ness of the borderland further toward theoutside.
