지식재산창출을 위한 지식재산 재능나눔 활성화에 관한 연구

초록
최근 나눔 문화에 대한 확산을 위해 정부 및 관련 단체에서 정책적 관심과 공적 지원에 힘입어 재능기부가 새로운 기부 문화 트렌드로 자리매김하고 있고 재능 나눔혹은 기부는 더 이상 낯설지 않은 문화가 되어 버렸다. 다양한 분야에서 재능 나눔을 실천하는 시점에서 특히디자인 재능 기부는 그 결과물이 즉각적으로 완성되고실질적으로 사용되어 무형의 재능 기부가 유형의 형태로 발전한다는 점에서 그 의의가 크다고 할 수 있다. 특허청에서는 2012년부터 기존의 재능기부와 달리 특허청의 주요 역점인 지식재산 중심으로 지식재산 재능 나눔을 시범운영 하여 2014년에는 전국 17개 광역센터에서활발히 추진되고 있다. 사회적 약자를 위해 기부자들이지원받는 중소기업의 디자인개발, 출원 상담, 명세서작성, 출원 등을 통해 발생된 매출의 일부분을 사회에 환원하는 프로세스 구조를 가지고 있다. 기부자들에게는재능 나눔 참여의식의 증대와 지원받는 중소기업은 지식재산권을 창출하여 상품에 대한 권리를 강화하고 매출의 일부분을 사회적 약자들에게 환원되는 시스템으로기부자와 지원받는 중소기업들에게 재능기부의 경제적부담을 최소화하고 유, 무형 차원의 적절한 보상을 통한만족감을 제공하여 사기 진작과 예우를 제도화 되고 있다. 이를 바탕으로 지식재산 재능 나눔을 활성화하여 중소기업의 지식재산권 창출과 활용을 극대화하여 역량기업으로 성장할 수 있도록 체계적인 방향이 수립되어야할 것이다.
Abstract
Recently, talent donation has become a newdonation culture trend supported by thegovernment, related organizations and publicsupport to spread the culture of sharing. Talentsharing and donation have become a culture that isfamiliar to our society. Talent sharing is practicedin various fields at this time. The results of designtalent donation are completed immediately,substantially used and the fact that intangible talentsharing can be developed into the form of tangibleis of great significance. The Patent Office did a trialproceed on intellectual property talent sharingfocused mainly on intellectual property, unlike theirexisting talent sharing from 2012. In 2014, theintellectual property talent sharing is proceedingbriskly in 17 provincial centers across the country. Donors forged a process to give back a portion ofthe revenue generated through design developmentof small businesses, application consultation, makingspecification to society for underprivileged. The goalis to increase awareness of participation of talentdonation with the donation certificate for donors,strengthening rights in technology and products bycreating development and intellectual property rightfor small businesses and give back a portion of therevenue to underprivileged. The intellectual propertytalent sharing project pushed ahead by the PatentOffice is switched to priority promotion project tominimize the financial burden of talent donation fordonors and small businesses, and by providingsatisfaction through appropriate compensation oftangible/intangible dimension, improvement in themorale and courtesy are institutionalized
