This paper will mainly explore a narrow sense of meaning amongst the issue of legislation consolidation in preparation of unification, namely the major issues of amendment or enactment of legislation consolidation in preparing for unification. Specifically, it will divide and examine the issues that have been previously discussed regarding the aspect of declaring unification orientation, the aspect of participation expansion of the unification preparation process, in particular, the aspect of legislation consolidation preparing for rapid unification. First, constitutional amendment of Article 1 in line with the aim of unification which is human dignity and value, democratic values, revision issue of territorial provision, North Korean human rights legislation, North Korean transitional justice, privatization of state-owned assets etc will be examined as the issues of legislation consolidation. Furthermore, in the process of unification preparation, in terms of expansion of public participation, development proposals of legislation for unification competence strengthening of local governments, the realization aspect of national sovereignty of the unification plan, development of measures for South and North exchange and cooperation related legislation consolidation would be examined. Finally, in terms of legislation consolidation for rapid unification, the legal basis of North Korea regional intervention if there is a sudden change of situation, as has been traditionally debated, legislation consolidation preparation for large number of North Koreans escaping, and the North Korean residents problems with nationality will also be examined. Unification is the best decision and preparation that the current generation can implement for the future generations. In preparation for both gradual unification and rapid unification, with the spirit of the 100,000 helpers of Yulgok Yi I, North Korean society and culture should be taught to those who have a sense of duty for unification, and for the North Korean citizens, democracy, market economics, health, architecture and other necessary expertise will be taught so that it can be passed on. The success or failure of unification rests upon the success of this. The same is true for the field of legislation consolidation. Not in the form of the conventional academic presentations consisting of the research results of individual researchers, but now, there is a need for intense discussion and to derive a negotiated conclusion by issue and if necessary, preparation of specific legislation (draft).
