국고보조금의 합리적 개선방안에 관한 고찰

Politics funds are often compared to a driving force of politics. In modern democratic politics, political parties need the money for their political activities. In Korea, there is a system to provide state subsidies(subsidies from national treasury) for political parties since the 1980 Constitution. It was advocated to protect and foster political parties. Under this subsidy provision, many political parties have been supplied a great amount of political funds. But there has been some positive assessment and negative assessment for a state subsidy system. It is, therefore, necessary to examine the rationale of state subsidy to political parties. The rationality review to state subsidies should also begin with the constitutional views on definition and functions of a political party. The political party has its own constitutional mission that should take. It has some limitations in realizing of its constitutional mission. This perception should be fundamental into criticism and improvement to the current state subsidies system. Because all of the mentioned before are about realization of the Constitution. Based on these recognition, I looked around to the problem of the current state subsidies system. And then I arranged my comments for setting rational improvement plan. The content is as follows : the sum total of state subsidy, the standard of its distribution, and the audit of state subsidy etc.
