2007년 사회적기업육성법이 제정된 이후 사회적기업은 양적으로 엄청난 증가를 하였다. 이 연구는 한국사회에서 다양한 분야에 자리한 사회적기업을 위해 존재하는 중간지원조직에 대한 개념을 정리하고 현시점에서 필요한 중간지원조직의 역할에 대한 방향성을 제시하고자 한다. 본 연구는 이를 위해 7명의 중간지원조직의 지원을 받은 사회적기업가를 대상으로 인터뷰를 실시하였다. 분석결과 한국의 현실에서 중간지원조직은 중개자(agency), 조정자, 역량구축자의 역할이 필요하는 데 특히 성장단계에서는 시장을 개척해주는 역할을 해주는 중간지원조직이 필요한 것으로 나타났다. 한편 중간지원조직이 정부가 사회적기업을 통제(규제)하는 도구가 되어서는 안 될 것이며 사업 간의 매개적인 역할(조정자: coordinator)을 수행하는 것에 대한 목마름이 있었다. 또한 창업단계에서와 성장단계에서 중간지원조직의 역할이 구분될 필요가 있었으며 중간지원조직의 유형에 따른 역할 구분이 필요한 것으로 나타났다. 이를 통하여 본 연구는 제한적이지만, 한국사회에서 사회적기업을 위한 중간지원조직의 방향성을 제공하였다는데 의의가 있다.
Abstract
The number of social enterprises has increased since the Social Enterprise Promotion Act was enacted in 2007. This study arranges the concept of intermediary support organizations which are run for many different social enterprises and suggests direction of their roles which are necessary. This study interviewed seven social entrepeneurs whom intermediary support organizations supported. As the results of analysis, it is practically needed that intermediary support organizations play roles as agencies. Especially in a growth stage of social enterprises, they need the intermediary support organizations to pioneer a market. Meanwhile, intermediary support organizations should not be means for the government to control(regulate) social enterprises, but should be means to mediate relation with other social enterprises. It is also necessary to classify the roles in start up and growth stage. Even though this study has limitations, it has a different signification because it suggests direction of civil intermediary support organizations for social enterprises in Korea.
