어떻게 뭉치면 강해지는가? : 서울남부지역 공단 조직화 캠페인 연합의 형성과 활동

This study aims to explain which factors contribute to labor-communitycoalition building and its successful outcomes. Our research questions are twofolds: how we can build reciprocal and mutual coalitions, and what producesuccessful coalition outcome. Our case study is on the formation andactivities of the labor-community coalition for a union organizing campaignat the Seoul Digital Industrial Complex of Korea. As a part of the ‘StrategicOrganizing Campaigns’ of the Korean Confederation of Trade Union (KCTU),this coalition raised the issue concerning employers’ breach of the LaborStandards Act, and took the lead in achieving a joint declaration to observethe labor law among labor, management, and local government. This studyfound that, while coalition building process is affected by contextual factorsas well, the development of ‘mutual coalition’ and its successful outcomes arecrucially explained by both the construct of the joint and reciprocal leadershipbetween coalition partners, and the strategic capacities of the coalitionleadership. The coalition for organizing campaign at the Southern Seoul areais a heuristic case on showing how to hold together to be powerful movementin Korea.
