국내 회사채 시장의 등급인플레이션 분석
An Empirical Study on Credit Rating Inflation in the Korean Corporate Bond Market

초록
글로벌 금융위기 과정에서 신용평가사(Credit Rating Agency)의 등급쇼핑 또는 등급인플레이션문제가 제기된 바 있는데 이는 신용평가사의 발행자 수익모델 및 유인체계와 불가분의 관계를 지니고있다. 본고에서는 국내 회사채 시장에 대한 신용평가등급에 대해 AR(Agency Rating)과 BIR(BondImplied Rating)을 비교하는 방식으로 2009～2012년 기간에 대해 실증분석한 결과 국내에서도 등급인플레이션 문제가 존재함을 발견하였다. 이 결과는 2009년 전후 경제위기 요인을 통제하고도유의한 것으로 나타났다. 또한 자산규모가 큰 기업집단일수록 등급인플레이션 가능성이 높은것으로도 나타났다. 이에 따라 국내 신용평가사에 대해서도 현행의 발행자 지급모형의 문제점을완화할 수 있는 방안을 모색할 필요가 있다. 우리나라의 경우 아직까지 신용평가사들의 명성자본이충분히 축적되지 못한 상태란 점을 감안하여 신용평가사 풀(pool)을 만들고 별도의 공적기구(creditrating authority)를 통해 일정 범위의 금융상품에 대한 평가가 이루어지도록 하는 방안을 검토할것을 제안한다.
Abstract
During the recent global financial crisis, CRA (Credit Rating Agency)s’ risk underestimationand delayed rating adjustments to distressed-debt have been criticized. Particularly,the possibility of rating inflation or rating shopping has been raised. This issue is closelyrelated with the ‘issuer-pay’ business model and the consequent incentive problems in thecredit rating industry. There is a suspicion of the same kind of rating inflation or ratingshopping problem in the Korean corporate bond market. This paper empirically tests theexistence of the incentive problems, comparing AR (Agency Rating) and BIR (Bond ImpliedRating) for corporate bonds issued by Korean firms. We find that the rating inflation existsafter controling 2009 financial crisis aftermath. We also find that the rating inflation ismore likely to occur in the corporate bonds issued by medium level conglomerates, toptwenty six to fifty conglomerates. The Korean government needs to tackle with theseincentive problems. Considering both the short history of Korea CRA industry and thelow level of reputation building, the government can introduce a separate public creditrating authority whichs assign credit rating jobs to a pool of approved CRAs.
