감사보고서 감리제도가 기업의 이익보고에 미치는 영향

「주식회사의외부감사에관한법률」에 근거하여 이루어지는 감사보고서 감리제도는 회계정보의 신뢰성을 향상시키기 위한 가장 마지막의 사후적 감독제도라고 할 수 있다. 이러한 감리제도의 효과성에 대한 연구는 많이 이루어지지 않았으며, 그 결과 또한 일관적이지 못하다. 본 연구에서는 금감원 감리제도의 효과성에 대해 감리조치 기업의 조치 이후 이익조정과 보수주의 성향이 변화하였는지에 대한 실증분석을 수행하였으며, 그 변화가 일정 기간 동안 지속적으로 이루어지는지도 분석하였다. 연구 결과 다음의 결과를 얻을 수 있었다. 첫째, 감리결과 조치를 받은 기업은 그렇지 않은 비감리기업과 비교할 때 재량적 발생액으로 측정한 이익조정의 정도가 유의한 수준으로 감소된다는 실증분석결과를 얻을 수 없었다. 또한 이러한 현상은 감리조치 이후 일정기간에 걸쳐 어느 기간에서도 이익조정의 감소가 발견되지 않았다. 둘째, 감리결과 조치를 받은 기업의 보수주의 성향은 일정부분 유의한 변화를 보이고 있다. 감가상각비를 제외한 기업의 발생액을 사용한 보수주의 측정치는 감리 조치 이후 첫해 연도에 유의한 수준으로 증가함을 알 수 있었다. 그러나 이러한 보수주의성향의 유의한 수준의 증가도 그 이후 연도부터는 지속적으로 관찰되지 않음으로써 일시적인 변화에 그치고 있는 아쉬움을 남기고 있다. 본 연구의 결과는 사후적 관리 시스템으로 운영되는 금감원의 감리제도의 효과성에 대한 사회적논의의 필요성을 제기한다.
Abstract
Supervision of external audit report is the posterior control system maintained by SFC(Securitiesand Futures Commission) according to the Act on External Audit of Stock Companies to enhancethe reliability of accounting information. The effectiveness of this system has been discussed in alittle research papers in Korea. But there has been no consistent findings so far. In this research,it is empirically tested whether there is changes in earnings management or conservatism after thesupervision and those changes last for a certain period time. Earnings management measured by discretionary accruals has not been reduced significantly forthe total firm－year samples as well as for the whole 4 years after the supervision. However, thereis significant increase of conservatism after the supervision even though this change does not lastmore than a year. This research encourages the necessity of further discussion on the effective management ofaudit report supervision so that the better supervision system could be supported by the consensusof interested parties.
