The Korean government has been promoting "u-Paperless Korea plan" since 2010. as the contract volume expanded by korea economic development Handling huge amount of paper work and the resultant high costs have become one of the biggest concerns to all parties involved in trade transactions. This is why the Korean government adopted paperless trading in trade. but For all Korean government continue her effort to expand electronic document, The result did not satisfy us. I think it is caused by fear of paperless environment. many administration branches hesitate changing paper based process into paperless process. The management structure of Paperless Trade in Korea should be based on Public-Private collaboration system. legislation of laws should be implemented for the validity of electronic documents to be issued and circulated as the essential step. This study focus on the usage of electronic document and digitalized document in the essential step. from the study, we know many acts are confused. as example certified realtor act discriminates against digitalized document and in favour of a paper copy. We have to examine relative-laws nearly to shift from paper-based system to paperless system.
