「장애인차별금지 및 권리구제 등에 관한 법률」의 고용효과 분석

The Korean Disability Discrimination Law (KDDL) is analyzed in terms of its effects on the employment of people with disabilities. Using data from Korean Welfare Panel Study, the overall employment effects of KDDL is assessed with a difference-in-difference method. Furthermore, this paper separately evaluates the employment effects of the traditional anti-discrimination provisions and the duty of reasonable accommodations through estimating employment trends by firm size. Sensitivity analysis, controlling for impacts of other policies, changes in the composition of people with disabilities, and the business cycle, is used to test the robustness of the main results. The results show that KDDL have had no overall impacts on the employment of people with disabilities. One possible reason can be its requirement of reasonable accommodations for people with disabilities considering the results that the employment effects of the traditional anti-discrimination are positive, whereas those of the resonable accommodations are negative. Therefore, public funding or support to offset the costs of making accommodations is required to achieve KDDL’s goals to remove barriers in the labor market faced by people with disabilities.
