기초노령연금이 소득 및 생활비지출에 미치는 영향: 2인 가구의 65세 전후 회귀단절점을 중심으로

석한 것이다. 기초노령연금은 이를 소득지지 정책으로 볼 것인가, 아니면 연금 정책으로 볼 것인가에 따라 정책의 성격은 물론 평가 방법역시 바뀌게 된다. 본 연구는 이 정책을 소득지지 정책으로 파악, 기존의 소득지지 정책에 대한 평가 방법론을 검토한 후 기술통계와 함께 회귀단절 설계 기법을 사전사후 이중차분 기법과 혼합한 패널데이터 분석 결과를 민감도 분석인 부트스트랩 결과와 함께 제시하였다. 분석단위는 기초 노령연금이 수급자격을 65세 이상 노인 단독 또는 2인 가구에 두었다는 점에 착안, 분석 단위를 2인가구로 설정하였다. 분석 결과 2인 노인 가구의 연장자가 65세를 초과함으로서 나타나는 소득 감소를 어느 정도 지지해줄 수는 있으나 생활비 지출에 있어서는 효과가 적음을 관찰했다. 그 이유는 연령에 따른 생활비 지출 하락이 큰 상황에서, 지급된 기초노령연금의 수급액이 적었기 때문에 연금이 아닌 소득보장으로서 보완책으로서 기능이 미약했음을 들었다. 이와 같은 분석 결과를 바탕으로, 향후 기초소득 보장을 위해서는 수급액을 현실화하거나 공공부조를 강화할 것을 시사점으로 제시했다.
Abstract
This article aims to find out the effect of the basic senior pension policy on the single elderly household’s income and living expenses. Evaluation of the basic senior pension policy, which has both characteristics of an income support policy and an pension policy for elder, can be evaluated in several ways. In this article we view this policy as an income support policy, adopting program evaluation methods, difference in differences(DID) and regression discontinuity(RDD) approaches as the main analysis and bootstrapping as the sensitivity analysis. The unit of analysis is a household which is consisted of 2 persons around the age cut off 65, and data used for analysis is Korean Welfare Panel, 2009-2013. We concluded that the basic senior pension policy can support the income reduction around the cutoff age due to loss of labor capability, but have a mere effect on living expenses. The reason we concluded is that it’s characteristics of income support policy is weak due to the lack of the amount households get.
