중소기업간 공동기술개발의 성과결정요인에 관한 연구

본 연구는 중소기업 공동기술개발에서 파트너 특성, 관리과정특성이 기술개발활동의 성과에 미치는 영향을 분석하였으며 나아가 파트너 특성과 성과와의 관계에서 정보공유의 조절효과를 살펴보았다. 이를 위해, 2011년부터 2012년까지 2개년 동안 중소기업청의 융복합기술개발사업에 참여하여 공동기술개발활동을 수행하고 있는 중소기업을 대상으로 설문조사를 실시하였다. 공동기술개발 사업의 특성을 살리기 위해서 분석대상 기업을 주관기업과 공동기업으로 구분하였다. 여기서 주관기업은 공동기술개발을 주도하고 이의 결과를 책임을 지는 기업이다. 공동기술개발활동을 수행하고 있는 중소기업 중 주관기업, 공동기업 모두에서 관리과정 특성 중 정보공유가 성과에 크게 영향을 미쳤다. 주관기업의 경우 적절한 파트너 선정의 어려움을 지니고 있으며 파트너의 기술협력 네트워크 구축, 목표에 대한 공감대, 과제 책임자 역량이 성과에 영향을 미쳤다. 공동기업의 경우 기술개발에 필요한 자금부족의 어려움을 지니고 있으며 안정된 재무상태가 성과에 영향을 미쳤다. 주관기업, 공동기업 모두에서 정보공유가 핵심인력보유와 성과 간의 관계를 조절하고 있다. 중소기업 공동기술개발의 성과를 높이기 위해서는 원활한 정보공유가 이루어지도록 할 필요가 있다. 또한 적절한 파트너 즉 기술협력 네트워크 형성, 안정된 재무상태의 파트너를 선정해야 하며 높은 수준의 관리과정이 필요하다.
Abstract
In this study, the effects of characteristics of management process and characteristics of partners in joint technical development by small and medium enterprises on performance of joint technical development were analyzed, examining the moderating effects of information sharing in the relationship between characteristics of partners and performance. To this end, for a period of two years from 2011 until 2012, we participated in the Convergence and Integration Technology Development Project of the Small and Medium Business Administration, to conduct surveys of small businesses which were engaged in joint technical development activities. In order to preserve the peculiarities of joint technical development businesses, the subject groups for analysis were divided into either a Primary Enterprise or a Joint Enterprise. Among small businesses involved in joint technical development activities, for all of both primary and joint enterprises, information sharing significantly impacted the success of their ventures, in terms of management process characteristics. For primary enterprises, selection of suitable partnerships was difficult, with factors influencing the performance being, these partnerships' ability for the formation of technical cooperation networks, consensus on the objectives, and the capabilities of the responsible project managers. For joint enterprises, lack of funds necessary for technical development was a difficulty, with stable finances influencing the performance. For both primary and joint enterprises, it was the information sharing which were determinant in moderating the relationship between possession of core personnel and performance. In order to improve the performance of small business joint technical development efforts, it is necessary to effect smooth communication and information sharing. Moreover, a suitable partnership, in terms of being able to form a technical cooperation network, stable financial basis must be selected, attended by high standards for management process.
