지방자치단체 개인정보보호 교육 성과에 관한 연구: Kirkpatrick 모형을 중심으로

초록
본 연구에서는 개인정보보호 교육훈련의 성과를 분석하고, 개인정보보호 교육의 성과 향상을 위한 함의를 제시하고자 하였다. 특히 본 연구에서는 교육훈련 평가에서 광범위하게 활용되고 있는 Kirkpatrick의 4단계 평가모형을 활용하여 개인정보보호 교육에 대한 반응과 학습, 행동, 그리고 업무성과로 구성된 연구모형과 가설을 설정하고 이들 간의 구조적 관계를 분석하였다. 이를 위해 개인정보보호 교육 수강경험이 있는 지방자치단체 공무원을 대상으로 설문조사를 실시하고 이를 토대로 구조방정식 분석을 실시하였다. 가설검증 결과, 개인정보보호 교육훈련에 대한 반응과 학습 간의 관계는 긍정적인 영향관계가 확인되었지만, 반응과 행동 간의 유의한 관계는 발견되지 않았다. 또한 개인정보보호 교육훈련을 통한 학습은 행동에 긍정적인 영향을 미치는 것으로 분석되었으며, 이러한 행동변화가 업무성과에도 긍정적인 영향을 미치고 있음을 확인하였다. 이러한 분석결과를 토대로 본 연구에서는 공무원 대상의 개인정보보호 교육훈련의 성과에 관한 이론적･정책적 함의를 제시하였다.
Abstract
The purposes of this study are to analyze the performance of privacy education and to examine the implications for improving the performance of privacy education. Using the Kirkpatrick's 4-stage model (React-Learning-Behavior-Result), this study establishes the model with work performance and analyzes the structural relationships between them. It surveys the local government officials trained on privacy education and conducts the structural equation modelling with the sample. The results indicate that the privacy education has significant positive effects on the learning but doesn't have significant effects on the behavior. The learning has a significant positive impact on behavior and the behavior also has a significant positive influence on the work performance. Based on these results, this study suggests the implications for privacy education policy on the performance of government officials.
