정책PR분석틀을 적용한 시간선택제 일자리 정책

This study analyzes so called ‘good quality part-time employment’ policy by applying policy PR framework. The framework is a useful tool when it is applied to analyze policy processes: problem definition, goal setting, implementation, evaluation, and feedback. The role of policy PR is not limited to notify the result of decision-making anymore. The framework makes policy makers consider the way to deliver policy contents to policy target groups and forecast the change of their attitude in initial stage of policy planning. As a result, policy PR becomes more significant in policy processes. It is through policy PR framework that government can enhance policy target groups’ understanding and secure their compliance to the public policy. As this study shows, if government can determine particular target groups like companies, it would be meaningful to design PR plans aimed to secure compliance of the groups when policy plans are devised. In addition, this framework enables policy makers to grasp strong and/or weak points of existing implemented PR programs and therefore helps them to establish new PR policies.
