고등학교 '국제법'의 교육과정 개선에 관한 탐색적 연구

The purpose of this study is to analyze the curriculum for <International Law>, a specialized high school course in South Korea, and provide suggestions for its improvement. Under the Amendment to the 2009 Curriculum (Modification Notice in 2012), education on international law is provided through two high school courses: <Law and Politics> and <International Law>. Given the reality of the international laws that South Korea faces, it is highly necessary to educate high school students on the subject of <International Law>. There are only a few actual cases of classrooms teaching <International Law>, however, as the course has only been adopted by a limited number of high schools, such as international high schools. Accordingly, since the start of the 7th Curriculum, the course has continuously been subject to problems, without any particular solutions being presented. The problems found under the current high school curriculum for <International Law> include: confusion between international law and international politics, redundancy of systems (e.g., international organizations), excessive emphasis on individuals as the main agents of international law, education in private international law instead of international law, insufficient education on the relations between international law and municipal law, and indifference to individual areas of international law. This study provided exploratory suggestions for improvements to the achievement standards in order to address the abovementioned problems, allow students to become interested in international law and strengthen the purpose of international law education.
