정치적 기술이 유효성에 미치는 영향: 리더십 유효성의 매개효과를 중심으로
The Effects of Political Skill on Department Effectiveness: The Mediating Role of Leadership Effectiveness

본 연구는 부서원이 인식하는 부서장의 정치적 기술이 부서장의 리더십 유효성 및 부서 유효성에 미치는 영향을 파악하고자 하였다. 또한, 부서장의 정치적 기술과 부서 유효성간 관계에서 부서장의 리더십 유효성의 매개효과를 확인하고자 하였다. 이를 위해 공무원 138개 부서와 기업 137개 부서에서 550명의 부서원의 설문을 분석에 이용하였다. 분석결과, 부서장의 정치적 기술의 4가지 하위 차원은 모두 부서장의 리더십 유효성에 정(+)의 영향을 미침을 확인하였다. 부서장의 정치적 기술의 4가지 차원 중에서 외형적 진실성, 사회적 통찰력 및 대인관계 영향력은 부서원의 정서적 부서몰입에 긍정적 영향을 미쳤으나, 네트워킹 능력은 부서원의 정서적 부서몰입에 직접적 효과를 나타내지 않았다. 정치적 기술의 4가지 차원은 모두 부서 성과에는 영향을 미치지 않았다. 부서장의 리더십 유효성은 부서원의 정서적 부서몰입 및 부서성과에 정(+)의 영향을 미쳤다. 마지막으로, 부서원이 인식하는 부서장의 외형적 진실성, 사회적 통찰력 및 대인관계 영향력과 부서원의 정서적 부서몰입간 관계는 부서장의 리더십 유효성에 의해 완전매개되는 것으로 나타났다. 본 연구결과, 부서장의 정치적 기술은 리더십 유효성 및 부서원의 정서적 부서몰입에 긍정적 영향을 미치는 것으로 볼 때 조직의 리더가 갖추어야 할 능력으로서의 정치적 기술의 중요성을 확인할 수 있었다. 다만, 네트워킹 능력은 부서원의 정서적 부서몰입에 영향을 주지 않는 것으로 나타나 정치적 기술의 하위차원간 유효성의 차이가 있음을 알 수 있었다. 특히, 부서장의 정치적 기술이 부서 성과에 아무런 영향을 주지 않는다는 결과는 부서의 성과를 창출하기 위해서는 정치적 기술 외에도 다양한 성과창출 노력이 필요하다는 점을 시사하고 있다. 마지막으로 연구결과에 대한 한계 및 향후과제를 제시하였다.
Abstract
This study pursued to investigate the effects of department directors’ political skills on leadership effectiveness and department effectiveness. In particular, it was expected that leadership effectiveness mediated the relationship between the directors’ political skills and department effectiveness. The results of the study showed that all subfactors of directors’ political skills had positive and significant impact on leadership effectiveness. Thus, apparent sincerity, social astuteness, and interpersonal influence of directors’ political skills influenced positively affective commitment of subordinates, whereas networking ability did not have direct impact on it. Unlike the significant effects of directors’ political skills on leadership effectiveness, political skills had no significant impact on department effectiveness. A meaningful finding was the significant effect of leadership effectiveness on both subordinates’ affective commitment and department effectiveness. Especially, it was found that leadership effectiveness mediated the relationship between directors’ political skills (apparent sincerity, social astuteness, and interpersonal influence) and subordinates’ affective commitment. The findings of the study addressed that department directors’ political skills should be considered as major competences which enhanced subordinates’ affective commitment as well as leadership effectiveness. However, the results also represented each dimension of political skills could have distinct impact on leadership and department effectiveness. Most of all, organizations must draw different ways to ensure department effectiveness which could make departments to achieve their designated goals.
