For a long time, when the Communist Party determined the laws and polices in China, National People’s Congress just played roles as “Yes man” and national administrations completed devotions to enforce. However, by starting to play roles of actual the nation's top legislative body based on constitution and legislation, the National People's Congress tries to introduce the legislative function systemically and institutionally. In particular, the voices of “constitutional government” have recently grown louder in China. At the same time, the status and role of the National People's Congress have enlarged in the exercise of legislative power. Chinese Communist Party regards “constitutional government” as the crucial issues in relation to the national’s ups and downs, people’s happiness and stability, and Communist government’s long-term seizure. Moreover, the developments of China’s legislation are clearly witnessed in the legislative process of the National People’s Congress in terms of public participations. As the public’s consciousness and voice are growing, Chinese government tries to listen public’s diverse opinions through the legislative process in the National People's Congress by escaping from the unilateral legislations of the Communist Party and administration. This is recent characteristic of Chinese legislation.
