Rapid development of traffic and communication means through urban expansion from the development of industrial technology and science extended regional life unit of residents to the global society. But, local autonomy system in Korea has worsened local governments' fiscal self-reliance ratio and financial independence. So the state intended to reestablish legal status and functions of regional local governments, especially province and mae an efficient performance through administrative integration of basic local governments. Therefore, this study was to examine major contents of decentralization and reorganization of local administrative system led by legal principles of local autonomy system and the state as the public judicial person in the equal relation between basic local governments and regional local governments. Moreover it also discusses the strengthening of administrative and financial supports for big cities from the reorganization of local administrative system for enhancing decentralization and right of local autonomy, strengthening of residents' participation, security of efficacy of local administrative system reorganization, establishing fair personnel administrative system, economic growth of backward regions, activation of service consignment with local governmen, equity problem of applying special case system to big cities, and permanency of installing local autonomy development committee and in particular, it seeks the conflict resolution of Changwon city.
