의원발의 법률안 채택에 영향을 미치는 요인에 관한 연구:발의자 입법역량을 중심으로

'Policy-oriented politics' has become a keyword in the contemporary discussions of the National Assembly reform. Reformers argue that such political development requires as a precondition enhancing the legislative competency of its members. There is a strong consensus about this argument at the normative level; however, surprisingly little empirical evidence exists regarding the validity of this normative argument. This study addresses this void by conceptualizing legislative competency and by empirically investigating whether it does make a difference. Legislative competency is considered as a multi-dimensional concept consisting of two components: policy expertise and political skills. Using the dataset collected from the 18th National Assembly, this study examined whether these two positively affect the passage of a legislative bill. The logistic regression results show that legislative bills are more likely to pass when introduced by lawmakers with policy experiences as a technocrat or by those with higher levels of coalition-building skills, supporting the validity of the reformers' argument. Implications of research findings are discussed for improving legislative productivity of the National Assembly.
