복수노조 통합 사례 연구: 사업장단위 노조의 대응과 상급단체의 전략부재

본 연구는 복수노조였던 건강보험공단, 대한상의인력개발사업단, 도로교통공단, 환경공단 등 4개 사례기업을 대상으로 통합이유, 통합의 형태와 과정, 통합이후의 조직적 성과등을 다루고 있다. 사례분석결과, 노조통합의 이유는 복수노조에 따른 조직률 하락을 극복하고 교섭력을 확보하기 위함이었다. 통합형식은 흡수와 병합 등 다양할 수 있으며 통합은노조지도부의 의지와 결단, 조직적 논의, 조합원의 동의와 통합실현의 순서로 나타났다. 통합효과는 4개 사례 모두에서 부분적이지만 긍정적인 측면이 많은 것으로 확인되었다. 주목할 만한 결과는 사례노조 모두에서 단위노조의 통합노력에 비해 상급단체는 통합에대한 적극적인 개입이나 구체적인 전략이 없었고 사업장단위 노조의 자율적인 결정으로통합이 추진된 점이었다. 본 연구의 이론적 함의는 복수노조가 법적으로 가능해졌지만 오히려 복수로 존재했던 노조들이 노조의 위기극복을 위해 통합을 선택하고 있어 환경변화에따른 노조의 전략적 선택을 잘 보여준 점에서 기존연구와 차별적이다. 또 노조통합은 복수노조의 기득권이 형성되기 전에 추진하는 것이 상대적으로 용이함을 보여주어 노조에도 정책적 시사점을 제공할 수 있다.
Abstract
We investigate on the recent cases of unions’ merger with the variouspurposes. Specifically, the current study explores of why unions payattention to integrating, what process exists during the combination, andwhat is unions or members’ benefits from the merger. With four cases,we found the reason, process, and benefits of union’s merger. Ourfindings indicate that the primarily aim of integration is to overcome thepresent union crisis, low density, and weak power; the merger processfollows democratic rules(e.g., member vote) based on unions’ regulationbut leaders’ decision-making for integration is very significant; theeffects of merger is tentatively positive to unions in several way,including increasing members, improving contracts, and increasing power. The most interesting finding is the role of industrial unions as a upperorganization for local unions. Unlike our expectation, we did not findmeaningful impact of industrial unions in the process of affiliated unions’merger. Given union crisis, the results of this study suggests whileindustrial unions weakly intervene, local unions strongly respond tounions’ merger.
