네덜란드 수출농업의 발전과정: 전후 성장기를 중심으로

낙농‧축산물, 화훼, 과채에 특화된 네덜란드의 수출농업은 산업적 투입물에 고도로 의존하는 농업으로서 높은 자본집약성을 경쟁력 원천으로 한다. 주곡을 수입하는 대신 상대적으로 고가의 농산물을 수출하는 네덜란드 수출농업의 기원은 17세기 ‘황금기’로 소급된다. 그러나 2차 세계전쟁 이후의 자본집약적 수출농업은 이전의 노동집약적 수출농업과 달리 미국의 ‘녹색혁명’을 유럽적 차원에서 복제하는 과정에서 네덜란드가 취한 고유한 전략의 산물이다. 전후 경제재건이 끝나자마자 네덜란드는 노동생산성 향상을 위한 대규모의 농업구조조정에 착수하여 수출농업의 주축을 전문화‧규모화‧자본화된 기업적 영농으로 재편한다. 동시에 네덜란드는 유럽공동농업정책의 형성에 적극 개입하면서 대규모의 산업적 농업체계로 유럽 농업의 변화를 선도한다. 즉 유럽 내 농업분업구조상의 위치와 유럽공동시장이라는 일종의 보호받는 수출시장을 전제로 네덜란드는 고도의 농업투자와 그에 따른 생산성 향상을 달성하였다. 이런 과정을 거쳐서 네덜란드는 수출농업을 중심으로 전후 성장기에 이미 유럽 수준의 초민족화된 농업구조를 완비하고 있었다고 할 수 있다. 미국이 주도한 ‘신자유주의적 농업구조조정에 이미 준비된 상태였고, 이로 인해 역설적이게도 신자유주의적 세계화가 네덜란드의 경험, 즉 매우 특수한 일국의 성공사례를 ‘세계적 표준’으로 만들어 내는 데 기여한다.
Abstract
Dutch agricultural exports is highly specialized in the dairy, livestock and horticulture sectors and takes advantage of the high capital intensity. Dutch agricultural strategy based on the imports of the staple food and the exports of the relatively expensive agricultural products can be traced into the 17th century ‘Golden Age’. But the post-war capital intensive agriculture for export is different from the old labor intensive agriculture for export. It is the outcome of the specific strategy which the Dutch took in the process of the Europe-wide replication of the American ‘Green Revolution’. Just after the post-war economic recovery has been accomplished, the Dutch launched the huge agricultural restructuring for the increase of productivity and established the specialized, up-scaled, and capital-intensive farming for the agricultural exports. At the same time, the Dutch led the transformation of the European agriculture to the big industrial agriculture system, actively intervening in the creation of the European Common Agricultural Policy. Under the condition favorable for the export due to the European common market as a kind of the ‘protected export market’, the Dutch achieved the intensive investment on the agriculture and the improvement of the agricultural productivity. These successful experiences contributed to the Dutch leadership in the agricultural globalization since 1980s.
