중소기업 정책금융지원 결정요인 분석
An Analysis on the Determinants of SME Public Financial Supports

초록
본 연구는 대기업 중심의 금융자원 배분구조, 은행의 중소기업 금융 기피 관행 등으로 인한 중소기업의 자금조달문제를 해결하기 위한 정책금융이 의도된 목적을 달성하고 있는지의 문제 및 사전적으로 타당성 있는 기준에서 지원되고 있는지에 대해 연구한 논문이다. 2007년 정책금융을 지원 받은 기업과 지원 받지 않은 기업을 대상으로 정책금융지원이 어떠한 기준으로 행해지고 있는지에 대해 프로빗(probit) 모형을 통해 검정하고 프로빗 모형에서 도출된 유의한 변수를 성향점수를 추정할 때 사용하여 정책금융을 지원 받은 기업과 지원 받지 않은 기업의 생산성 차이가 있는지 분석하였다. 프로빗 모형 추정결과 소기업의 경우 종업원수와 부가가치율, 중기업의 경우 종업원수와 부채비율, 총자본회전률이 유의한 값을 나타났다. 그러나 종업원수는 소기업의 경우는 양의 영향을, 중기업의 경우는 음의 영향을 주는 것으로 나타나 일정규모 기업에 대한 지원이 주로 이루어지고 있음을 알 수 있었다. 생산성 증가율 비교에서는 정책금융의 특성상 그 차이가 과대평가되거나 과소평가되었을 가능성이 매우 높고 분석방법에서도 편이가 존재할 개연성이 크다고 판단되어 성향점수매칭을 사용하여 생산성 비교를 수행하였는데, 단순평균비교방법에서는 지원기업과 비지원기업 간의 생산성증가율이 분류기준에 따라 대략 3~4%p 정도 존재하였고 성향점수매칭방법을 사용하였을 때는 그 차이가 1~2%p로 축소되었으나 지원기업과 비지원기업의 생산성 증가율 차이는 통계적으로 유의한 것으로 나타났다. 이는 정책금융지원 기준이 생산성증가율 차이를 적어도 사후적으로는 반영하고 있는 것으로 해석할 수 있다.
Abstract
This paper considers the determinants of the Public Financial Supports. It is of great importance to day-to-day business, regulatory bodies, government, and stakeholders to find which factor is relevant in receiving financial support. Employment and value-added per sales were significant for small-sized firms, whereas employment, debt ratio, and capital turnover rate were important determinants for medium-sized firms. Also, we have examined the relevance of productivity based on Score Matching Model as well as simple mean comparison between beneficiary firm and non-beneficiary firms with the emphasis on qualitative productivity rather than quantitative growth by increasing factors of production inputs. In this regard, we have found that there are 3~4%p differences by using simple mean comparison and 1~2%p differences by using PSM, where other economic determinants are included. These findings can be interpreted that the growth of productivity has been at least an implicit determinant in SME Public Financial Supports.
