본 연구는 중국에서 기업의 사회적 책임(CSR) 확산이 어떠한 동인에서 추진되었으며, 동시에 어떠한 제약 요인으로 인해 한계를 드러내고 있는 지를 고찰하는 것을 목적으로 한다. 이를 위해 본 연구는 국가주도의 CSR 모델을 발전시켜온 중국의 정치상황과 제도적 맥락에 기초하여, CSR 확산의 동인과 제약 요인을 구조(거시적 수준), 제도(중범위 수준), 행위(미시적 수준)로 계층화 하고이를 다시 연계하여 통합적으로 설명하는 신제도주의적 분석틀을 활용한 분석을 시도했다. 중국에서 기업의 사회적 책임 확산이 추진된 동인은 구조적 차원에서는 제도적 동형화의 압력과 사회적 압력에 따른 성장방식의 전환과 조화사회 목표, 제도적으로는 CSR 관련 법규의 정비 및 지방정부 성과평가제도의 개혁, 그리고행위적 차원에서는 당정 지도부의 통치정당성 확보 노력 및 시민사회의 인식과요구의 확산이 제시되었다. 또한 이러한 제도변화를 추진하는 과정에서 드러난제약 요인으로 구조적 차원에서는 국가주도의 CSR 모델 자체의 한계와 정부의책임 문제, 제도적 차원에서는 법치주의 미비 및 이행의 문제, 그리고 행위적차원에서는 정책목표를 왜곡하는 지방정부 차원의 다양한 행위양태가 분석되었다.
Abstract
This study analyzes the main drivers and constraints of corporate social responsibility(CSR) in China, with a special focus on the role of government. It adopts a framework of new institutionalism so as to examine the dynamics underlying the institutional change of CSR at the levels of structure, institution and actors. The analysis shows that the drivers of China’s CSR include: institutional isomorphism and China’s pursuit of sustainable development and harmonized society(structure), introduction of CSR-related laws and regulations and the change made into the cadre evaluation system for local government(institution), and the central leaders’ pursuit of legitimacy and increasing demand of civil society(actors). On the other hand, the effects of CSR policies and implementation have been limited by such constraints as: the limits inherent in state-centric CSR model(structure), weak rule of law in China (institution), and various strategies and actions adopted by local governments which distort the original objectives of CSR policies(actors).
