초록
경찰의 구체적인 과학수사정책을 직접적인 대상으로 삼은 연구가 많지 않은 상황에서, 이 글은 현재 진행형인 경찰의 과학수사 정책을 대표적인 내용을 중심으로 살펴보고 미흡한 점과 향후 나아갈 방향 등을 제시하였다. 최근 경찰의 과학수사 정책은 전문인력의 확보와 교육을 통한 전문성의 제고, 과학수사기법의 개발과 첨단장비의 확보, 검시제도의 개선 등 바람직한 방향으로 추진되고 있다고 평가할 수 있다. 그러나 국민의 기대수준이나 환경적 변화에 충분히 부응하고 있다고 보기 어려운 측면도 존재한다. 따라서 더욱 높아지는 과학수사 발전의 요구에 효과적으로 대응하기 위해서는 국가적인 차원에서 기본법률을 제정하고, 중장기 마스터플랜의 마련, 예산의 확보, 추진 주체의 설정과 전문인력의 양성 등을 지원하는 것이 바람직하다. 또한 현재 추진 중인 경찰정책과 관련해 과학수사 인력을 획기적으로 증원하고, 전문성 제고를 위해 과학수사요원뿐 아니라 교육프로그램, 교육강사에 대한 체계적인 검증과 인증시스템을 도입할 필요가 있다. 그리고 경찰 조직 내 과학수사 연구기관의 설립을 추진하고, 검시제도의 전문성을 중시해 법의학자가 권한과 책임을 갖고 참여할 수 있는 방안을 마련할 필요가 있다.
Abstract
Police's scientific crime detection has been advanced so far. In particular, recent scientific crime detection policy can be evaluated that it has been promoted in a desirable way that there are enhancement of professionalism through the secure of professionals and education, development of scientific crime detection techniques, secure of up-to-date equipment and improvement of autopsy system. However, there are also aspects that they cannot respond sufficiently to the peoples' expectation or environmental changes. Hence, to respond effectively to the ever-increasing requirement for the development in scientific crime detection there is a need to increase the number of forensic personnels a lot and to introduce systematic verification and authentic system on education program and instructors as well as forensic people to enhance professionalism. And it is needed to establish a forensic science research institute in police organization and to prepare plans that medicolegal experts have authority and responsibility considering the importance of autopsy system. And in a macroscopic view it is needed for police to try to change the attitude of government so that they newly understand the forensic science as a nationally important thing.
