관료제 조직진화 연구 - 환경부와 고용노동부를 중심으로 -
A Study on the Organization Evolution of Bureaucracy:Focus on the Ministry of Environment and Ministry of Employment and Labor Reserved

본 연구는 진화론 관점에서 관료제가 형성된 이후 장시간에 걸쳐 어떻게 변화되었는지를 분석하였다. 연구 결과에 따르면 첫째, 환경부는 조직형성 이후 대기·수질기구, 폐기물기구, 자연보전·상하수도기구, 자연보전·자원순환기구, 물환경·자연보존기구로, 고용노동부는 노정·직업안정기구, 직업훈련·보험관리기구, 노정·근로기준·산업안전기구, 노사·고용정책기구로 변화되었다. 조직진화는 환경부는 변이, 선택, 변이, 보존, 고용노동부는 변이, 선택, 변이, 보존의 진화과정을 거쳤다. 둘째, 진화경로는 환경부는 직제형성이후 경로의존 변화를 보이면서도 1990년대 초반 새로운 경로형성으로 직제시스템의 큰 변화가 있었으나, 1990년 중반 이후 2008년 8월까지 경로의존 변화를 보였다. 고용노동부는 1963년 8월 형성된 직제의 틀이 유지되는 가운데 소폭 직제변화가 발생했으며, 1981년 4월 외부환경 변화로 직제가 대폭 변화되었다. 직제형성 이후 경로의존 경향이 1980년대 초까지 유지되다가 이후에 새로운 경로형성 변화를 보였다. 셋째, 정부변동, 정부조직법개정 등 외생변수가 직제변화 요인으로 작용하고 있으며, 두 관료제는 상이한 진화과정을 거치고 있다. 넷째, 관료제는 자연적 요구와 환경적응에 따른 자연선택보다는 정부선택논리의 진화특성이 발견되었다.
Abstract
The purpose of this paper analyzes developmental process of governmental bureaucracy by historical and evolutional perspectives. This work studies the characteristics and evolutional process of Ministry of Environment(ME) and Ministry of Employment and Labor Reserved(ELR) in the Korea bureaucracy. Evolution is classified by variation, selection, steadiness, and these make a framework lens in studying bureaucracy change all the time. The major findings are that since organization's formation, the bureaucracy of ME and ELR has changed repeat by an environment and institutional context. Also, it searched a point that the each bureaucracy will be various to the evolution and institutional characteristics. Through the study, we argue that needs to consider both evolutional characteristics and path of Korea bureaucracy in evolutional perspectives. In spite of such possibilities the discussion is hypothetical argument. Thus, this paper must follow the depths study to the justifiability of discussion. We hope this article is able to provide an incentive for understanding the organization evolution of bureaucracy.
