This paper aims to explain an aspect of IZUMI Akira’s thoughts on international law and humanity. Four points will be demonstrated throughout my analysis. (1) In the 1920s, he discovered the concept of humanity, and he proposed the idea beyond state sovereignty; (2) However, his thoughts included the logic which affirms state sovereignty; (3) Therefore, in the 1930s, his thoughts were changing to nationalism; (4) Eventually, his thoughts on international law and humanity led to the creation of the Greater East Asian International Law, while repeating a failure and a change.
