플랜트 해외 수주의 국내 경제 파급효과 분석에 관한 연구
A Study on the Economic Spillover Effects of Overseas Plant Orders on the National Economy: Evidence from the Korea

플랜트 산업은 2000년대 중반 이후 주력 수출 산업으로 성장하였다. 본 연구에서는 산업연관표 기본부문 기준 플랜트 산업의 엔지니어링과 기자재 부문을 정의하고, 외생화 기법을 적용하여 두 부문의 2000년~2010년 사이 경제적 파급효과를 산출하였다. 그 결과 2010년 기준 엔지니어링 부문의 타산업 생산 및 고용유발계수는 0.9994원, 8.4536명/10억 원으로 나타났으며, 기자재 부문의 유발계수는 각각 0.9929원, 2.9441명/10억 원으로 산출되었다. 이에 따라 2010년 플랜트 총 해외 수주액(644.7억 달러)은 국내 경제에 44.7조 원의 생산유발효과, 14.8만 명의 고용유발효과를 창출한 것으로 산출되었다. 세부적으로 엔지니어링 부문은 9.6조 원의 생산유발효과와 6.2만 명의 고용유발효과를 창출하였으며, 기자재 부문은 35.1조 원의 생산유발효과와 8.6만 명의 고용유발효과를 창출한 것으로 산출되었다. 특히 엔지니어링 부문의 기자재 부문에 대한 생산 및 고용유발효과는 각각 1.1조 원과 2,000명으로 두 부문 사이에 순차적인 파급효과가 발생하고 있음을 확인하였다. 본 연구는 국내 최초로 플랜트 산업의 경제적 파급효과를 가치사슬 단계별로 나누어 분석하였다는 점에서 그 의의가 있다. 본 연구 결과는 주력 수출 산업으로 부상한 플랜트 산업 육성 정책을 수립하는데 유용하게 활용될 것으로 기대된다.
Abstract
The plant industry has emerged as the growth engine industry of the Korean economy after the mid 2000s. However, the discussion on the role of the industry on the economy has still been limited. In this respect, we examined the economic spillover effects of the industry by decomposing two sub-sectors, i.e. plant engineering and equipment, on the economy by using 2000-2010 input-output analysis with exogenous specification. As a result, we found that the production inducement coefficients of the two exogenous sub-sectors are 0.9994 and 0.9929 in 2010, respectively. We also found that the employment inducement coefficients of two sub-sectors are 8.4536 persons per 1 billion Korean won (KRW) and 2.9441 persons per 1 billion KRW in 2010, respectively. In addition, by considering the overseas plant orders in 2010, we measured the production and employment inducement effects of the plant engineering sub-sector as 9.6 trillion KRW and 62 thousand persons as well as the effects of the equipment sub-sectors as 35.1 trillion KRW and 86 thousand persons, respectively. On the other hands, we examined that the economic spillover effects from the engineering sub-sector to the equipment sub-sector are quite relevant. Our findings provide important initial theoretical ground for analyzing the economic spillover effect of the industry that consists of various sub-sectors and owns spillover effects along the value chain, like the plant industry. Our findings also contribute to the policy development of the industry.
