Water management system of our country has been pointed out many problems due to diverse water management organizations and lack of consistency between legal systems. There are also unable to respond effectively to the growing of water-related disasters and conflicts increase due to climate change. The current water management system is administratively duplicated, because the existing water management legislation has been enacted sporadically, depending on the needs of the relevant ministries. But as a paradigm of water management with respect to increasingly seek a watershed-specific management focus on integrating management efforts to improve the water management system, it has been made continuously. Nevertheless, essentially in the governance structure and organization system will be configured in any normative dimension can not find an agreement. This article was to review and compare the affiliation, arrangement, and competence of national water management committees that are commonly present in the earlier bills relating to the integrated water management. It is also proposed a governance structure for the preferred orientation for the realization of integrated water management through the assessment of the 2015 jeongwootaek bill. In order to achieve an integrated water management, I suggested as followings: ⅰ) Establishment of democratic or bottom-up decision-making structures in terms of governance; ⅱ) Granting of voting rights as well as deliberation on national water management committees; ⅲ) Ensuring stakeholders’ participation and information. In this respect, 2015 Jeongwootaek bill is distinguished from earlier bills. However, if given the right to vote in national water management committees and, if authorized, such as independent administrative committee, the relevant ministries are expected to rebound. So basically national water management committees actually have to serve as the top decision-making body for water management. And the integration and coordination of the execution rights of the existing water management departments and organizations, it is necessary to minimize.
