지역기업을 위한 정부지원사업의 성과분석과 개선방안

In this study, the effectiveness of government support program was defined as the difference of performance between participating and non-participating firms of the program. Also, the study suggested improvement plans enhancing the effectiveness of government support program through reviewing previous research(qualitative analysis) and empirical testing(quantitative analysis) on the performance of the program. We suggested improvement plans in two dimensions(responsible parties and the process for government support program). In the dimension of responsible parties, we suggested building total control system for national R&D program and enhancing innovative capacity of regional firms. In detail, we recommended ① performance-based allocation of R&D resources, ② systematizing performance management through reestablishing the policy direction and objective of the program, ③ building total control system for national R&D program, ④ expanding and consolidating R&D program for regional firms, ⑤ establishment of regional innovation network for reinforcing entrepreneurship, ⑥ the sense of responsibility for research fund, performance management and commercialization. Improvement plans in other dimensions were reinforcing survey-analysis-evaluation of government support program and evidence-based policy for regional R&D. Also, systematizing performance management and analysis through life-cycle and continuous monitoring and tracking management were suggested. In the process for government support program, detailed plans were ① reinforcing planning using statistical analysis for customized support program, ② building database for virtuous circle of regional R&D policy, ③ systematizing performance management and analysis through life-cycle and continuous monitoring and tracking management, ④ developing and adopting value index measuring interior capability and risk-taking tendency.
