서남해안 2.5GW 해상풍력발전에 대한 고창과 부안의 수용성 분석

In order to grow into the 3rd largest offshore wind power in the world, MOTIE drew up Southwest 2.5GW offshore wind farm project to create internal demand for wind farm and improve global competitiveness until 2019 near Wido and Anmado The environment-friendly wind farm project faces unfavorable public opinions, known as NIMBY near installation site. But this research is to elucidate vital factors for attitude toward offshore wind farm and its differences by areas(Gochang/Buan) and jobs(fishery/non fishery) on the assumption that dispute over radioactive waste disposal facility had socio-psychological impact on local residents. The result of logit analysis is as follows. First, in Gochang, regional development and educational enhancement effect have negative impact on local acceptance but regional industry, environment and social wellbeing effect have positive impact. Furthermore, previous national project, unfavorable to local community and considered as an important factor for offshore wind farm, have negative impact on acceptance. Second, in Buan, economic and environmental effects do not have any impacts on residents’ attitude. Furthermore, the level of education has positive effect but the possibility of local development has negative impact on local acceptability. Finally, we should suggest offshore wind farm cluster near installation site, local community owned offshore wind farm and procedural justice like bottom up approach for enhancing local acceptance.
