초록
충북지역의 경우 최근 보편적으로 격고 있는 경제위기 상황 외에도, 도(道)의 역동적 발전전략을 통하여 도(道)가 처해 있는 어려운 여건을 극복하고 도약하기 위한 계획 즉, ‘경제특별도 건설’을 추진하고 있으며, 이에 따른 각 종 전략산업의 추진과 기업의 투자유치에 많은 노력을 하고 있다. 따라서 기업근로하기 좋은 환경 조성이 어느 때 보다 중요한 시점이므로 노사가 상생협력하는 산업평화 지역으로의 위상 확립이 필요하다할 것이다. 본고는 현재의 경제위기 극복을 위한 노력으로 2009년 2월 23일에 노동자와 사용자, 민간, 정부 등의 각 주체들이 경제위기 극복을 위한 타협안에 합의한 내용에 대하여 실천적 대안을 모색해보기 위한 양보교섭에 대한 이론적 개관 및 충북지역의 고용 및 노사관계 환경과 특성을 살펴본 뒤 현 경제위기속에서 기업과 노동조합이 위기를 극복하기 위한 노사상생의 지혜를 모색해보는 논의의 장을 제공하고자 하였다. 노․사․민․정의 합의에 의한 ‘경제위기극복을 위한 양보교섭·노사협력선언’이 말 그대로 위기극복이라는 목적의 효과도 중요하지만, 한편으론 우리나라 노사관계의 수준을 한층 업그레이드시킬 수 있는 발판으로 삼아 그동안 국제기관(IMD, WEF)의 노사관계의 경쟁력 평가에서 최하위 수준이라는 오명을 벗을 수 있는 계기가 되기를 희망한다.
